What we see here next to the cathedral is called Alte (Old) Residenz. Actually it was built later than 'New' residence. Well, you see, Prince Archbishop Wolf Dietrich intended and planned a whole new layout for the city, and let the old cathedral burn down as a fire came in handily.
Afterwards he had the New residence built so he had a modest place to live while he (well actually he had a few workers to do the job) tore the actual Old residence down.
But then he just didn't get around to finishing the whole job because his chapter (the church and lay nobility that elected the Prince Archbishop) put him in prison. But that's another long story ...
